エラーが発生した背景
Herokuを使い始めて、アプリを初めてデプロイしたらエラーが発生しました。

エラーメッセージにも書いてある通り「webpack」が無かったため、エラーが発生しました。

無いものはインストールすればOKです。
Gemに「webpacker」を追加して「bundle install」してデプロイすればOKです。
